2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。
日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。
事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。
因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。
日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。
《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。
德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。
国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。
太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
挺进深蓝,铁骑踏浪当先锋****** 挺进深蓝,铁骑踏浪当先锋 ■王泽洲 王冠彪 作为人民海军首支驱逐舰部队,北部战区海军某驱逐舰支队代代官兵以敢为人先的坚强意志和敢打头阵的豪情壮志,创造了多项“首次”和“第一”。几十年来,他们传承发扬以“赤胆忠诚、敢打必胜、勇于担当、甘于奉献”为内涵的“先锋精神”,让红色基因融入官兵血脉,积淀成为一支部队的精神品格,不断续写先锋故事的新篇章。 ——编 者 “胜负之征,精神先见。”漫漫征途,北部战区海军某驱逐舰支队官兵以敢为人先、勇争第一的血性胆气,冲锋在人民海军建设发展的前沿。几十年来,他们把“先锋”战旗代代相传,传承发扬以“赤胆忠诚、敢打必胜、勇于担当、甘于奉献”为内涵的“先锋精神”,在波澜壮阔的蓝色航程上书写了壮丽多彩的奋斗篇章。 一 “前进、前进,光荣的驱逐舰,高扬旗帜永远前进……”伴着激昂的歌声,我们走进该支队“先锋史馆”,首先映入眼帘的便是人民海军第一艘驱逐舰——鞍山舰的部分实物材料。展览区内,一张张老照片生动再现该舰官兵当年战风斗浪、勇闯大洋的场景。 从1954年至1971年,在长达17年的时间里,以鞍山舰为代表的“四大金刚”是当时中国海军仅有的4艘驱逐舰。1971年,我国第一代国产驱逐舰首舰济南舰正式服役于该支队,标志着中国自此有了自行建造水面舰艇的能力。 1994年,我国第二代国产驱逐舰首舰哈尔滨舰在该支队入列。哈尔滨舰官兵奋力拼搏、激流勇进,先后创造首次使用对空导弹击落靶弹、首次横跨太平洋、首访美洲大陆、首次出岛链训练等多个突破,圆满完成远洋护航、中外联演、实兵演习等重大任务40余项,被中央军委授予“海上先锋舰”荣誉称号。 一代代官兵用奋斗与实干,创造了该支队光荣而厚重的历史——鞍山舰,服役38年,航行20多万海里,曾创造了海上连续航泊56昼夜的纪录;济南舰,圆满完成试验任务1000余项,为人民海军水面舰艇定型、生产作出重大贡献,被誉为“国防现代化装备试验的开路先锋”;青岛舰,历时4个月,访问10国10港,完成人民海军首次环球航行;首艘国产万吨大驱南昌舰,入列当年形成战斗力,五出一岛链、首航白令海、演兵西南沙,在中俄“海上联合-2021”军事演习中,打出首发命中的优异成绩…… 多个“第一”“首次”的背后,蕴藏的是推动该支队建设发展的精神密码——“先锋精神”。几十年来,在“先锋精神”的激励下,该支队官兵牢记使命、枕戈待旦,在一次次任务中淬炼出敢打硬仗的军人血性,练就了克敌制胜的过硬本领。 二 清晨,海浪轻轻拍在船舷上。黄海之畔的海军博物馆,人民海军首艘驱逐舰——鞍山舰静静停泊。码头的游客不时驻足,与舰艏那清晰的舷号“101”合影。 如今,新一代南昌舰官兵继承了“101”这个光荣的舷号。两代“101”,时间跨度长达60多年,见证了人民海军的发展壮大,也见证了一代代驱逐舰官兵勇闯大洋、争当先锋的深蓝航迹。 “老一代‘101’舰舰员甘当新中国海军事业的‘拓荒人’,作为新一代‘101’舰舰员,我们要领会好‘英雄舰、英雄兵’的深刻内涵,传承弘扬他们的宝贵精神,为‘先锋精神’续写新的篇章。”近日,在南昌舰的甲板上,该舰组织开展“学舰史、当尖兵”活动,下士边显亮的即兴讲演引来阵阵掌声。 近年来,该支队常态组织“学队史、知传统、当先锋”主题活动,通过参观见学、事迹报告、仪式教育等方式,引导官兵从光荣传统中感悟奋斗基因、提升精神素养。针对部队点多面广的实际,他们积极开展“甲板课堂”“战位巡讲”等活动,引导官兵不断强化矢志强军的责任担当。 先锋广场、先锋史馆、先锋长廊、先锋雕塑……该支队汇总组建以来涌现出的先进个人和优秀集体事迹,作为展现官兵代代传承“先锋精神”的文化窗口,为新时代官兵树立起奋勇争先的榜样。 “10天时间,临沂舰与潍坊舰四进也门交战区,将800多名人员安全护送撤离……”临沂舰下士张新建至今仍记得自己刚上舰、不适应舰队生活时,部门教导员靳慧荣的那堂教育课——靳慧荣带他来到支队“先锋长廊”,讲述也门撤侨的事迹,让他深受触动。如今,早已成为一名合格舰员的张新建,仍会时不时来到“先锋长廊”,从那一个个英雄故事中汲取力量。 树高千尺不忘根。虽然装备在更新换代,官兵换了一茬又一茬,但“先锋精神”的口号在该支队越叫越响。它就像一块强大的“磁场”,把官兵牢牢凝聚在一起,激励一代代官兵扎根岗位、建功海疆。 三 克劳塞维茨说:“物质的原因和结果不过是刀柄,精神的原因和结果才是贵重的金属,才是真正的锋利刀刃。”“先锋精神”浓缩的是该支队一代代官兵听党指挥的忠诚史、浴血海天的战斗史、敢为人先的创业史、矢志复兴的奋进史。它扎根、萌发、绽放的每一步,都激励着官兵勇往直前。 “活电路”“排故王”……众多荣誉和赞扬的背后是该支队沈阳舰区队长舒令十几年如一日、肩扛使命不断向前冲锋的身影。 那年初春,黄海某海域风急浪高。一枚导弹从沈阳舰呼啸出鞘,直扑海上靶船。伴随导弹命中靶船的那一刻,舒令带领官兵创造了海军首次使用舰空导弹打击水面目标的新纪录。 成功从来垂青于有准备的人。成功的背后,是舒令整天铆在战位,研究系统之间协同;是他关闭灯光无数次练习盲操,只为提高速度;是“白+黑”“5+2”、加紧训练的辛苦付出。 从军21年来,舒令荣立个人二等功2次、三等功1次,获全军士官优秀人才奖一等奖,先后被评为全国向上向善好青年、全军爱军精武标兵,并带领区队荣立集体二等功1次。 先锋基因孕育先锋传人,先锋传人延续先锋故事。 那年年初,某海域,西宁舰作为中方唯一参演舰艇参加中俄伊海上联演。联演伊始,一道难题摆在西宁舰官兵面前:所有参演舰艇需使用外方设定的战术规则。 西宁舰迅速组成攻关小组,逐条分析战术规则,很快便吃透了整套流程,并连夜拟制方案进行了全流程推演。联演期间,西宁舰高标准完成编队运动、轻武器射击、阅舰式等多个科目演练。在武力营救科目中,他们第一个精准占位,率先完成登临检查。联演结束后,曾乘坐西宁舰参加多国海军活动的一位外军将领专程登舰慰问,称赞西宁舰官兵:“非常棒!” 参加首次三军联合大演习、9赴亚丁湾执行护航任务……先锋之剑越磨越利。如今,新时代的“先锋”传人正驰骋在远海大洋,守卫着碧海蓝天,不断续写着向海图强的新篇章。 (文图:赵筱尘 巫邓炎) [责编:天天中] 阅读剩余全文() |
